RULES & REGULATIONS
Scorecards
Each Player is responsible for the correctness of his scorecard. Scorecards must be exchanged at the start of the round and a fellow competitor will be making the scores at each hole. Player and Scorer will be designated on each scorecard. Each scorecard must be signed by the marker and attested by the Player. All players in a pairing must submit their scorecards at the same time to avoid and/or resolve scoring disputes. The Score Board shall be considered final and prizes will be awarded to the winners. If a player wishes to withdraw from the tournament, he must notify a Tournament Official before leaving the course.

Rules of Golf; Close of Competition:
The Format and Tournament Rules for each individual City Golf Championship may vary, as these events are run exclusive by each municipality promoting their event. However, play for the City Golf National Championship will be governed by the current “Rules of Golf” as approved by the USGA. Local rules for the Course will also apply. Local rules will be provided by the Course and will be available on site upon request. Questions will be settled by the On-site Rules Committee. The competition will be closed when the winners have been determined and prizes awarded.
The Tournament is open to male professional golfers and male amateur golfers 18+ (with a USGA approved handicap between 0-14.9). The City Golf National is open to whose golfers who have won a qualifying City Golf Championship event in their State. The Tournament will give consideration to professional and amateur players who meet the qualifying criteria, but are unable to participate in a qualifying event, due to the absence of a City Golf Championship event in their State or City. All amateur players need to provide their most recent handicap certificate to the Tournament Staff when registering..

One Ball Rule
ONE BALL RULE: Rules 15-1 and 15-2 - The player must complete play of the hole with the ball with which he began the hole unless he is proceeding under a Rule that permits him to substitute a ball. The "one ball condition" requires the player to use the exact same brand and type of ball throughout the round. For example, if you tee off the first hole with a Titleist Pro V1x, then that's what you must play throughout the round. You may not switch to any other brand of ball, nor even to any other type of Titleist ball. You started with the Pro V1x, so the Pro V1x is what you must use on every stroke. A player who substitutes another ball when not permitted to do so incurs the general penalty (loss of hole in match play or a two stroke penalty in stroke play) under the applicable Rule. When changing balls, the player is only permitted to substitute a ball of the same brand or type and mark the ball.
Rules that permit the substitution of a ball: Rules 26-1 (Water Hazard Rule), 27-1 (Ball Lost or Out of Bounds) and 28 (Ball Unplayable) are examples of Rules that permit the player to substitute another ball. Rule 5-3 permits a player to substitute another ball during the play of a hole when his original ball has become unfit for play during the play of that hole. Other Rules (e.g. Rule 18, Rule 24, and Rule 25-1) permit the player to substitute another ball only if the original ball is not immediately recoverable.
Rules that permit the substitution of a ball: Rules 26-1 (Water Hazard Rule), 27-1 (Ball Lost or Out of Bounds) and 28 (Ball Unplayable) are examples of Rules that permit the player to substitute another ball. Rule 5-3 permits a player to substitute another ball during the play of a hole when his original ball has become unfit for play during the play of that hole. Other Rules (e.g. Rule 18, Rule 24, and Rule 25-1) permit the player to substitute another ball only if the original ball is not immediately recoverable.

Golf Balls
All players must use a brand and type of golf balls on the current USGA List of Conforming Balls and must mark their balls for identification
Clubs
Except for compliance with the groove and punch mark specifications effective January 1, 2010, a player’s clubs must conform to USGA® provisions, specifications and interpretations set forth in Appendix II to the Rules of Golf.
Distance Measuring Devices
The Tournament will permit the use of Electronic Distance Measuring Devises.
Spectator Policies
Spectators may rent a cart based on Club policy and cart availability. At no time is a specatator allowed to ride with a player. Coaching or communication with a player is not permitted at any time. Spectators must be atleast 25 yards away from players and remain on cart paths at all times. Spectators are not allowed on the fairways or greens and must remain quiet while ball is in play.
Advice and Information (Rule 8. Advice: Indicating line of play)
Please remember that this is Tournament Play and NO advice or information can be shared by players. Visitors or spectators must refrain from having any contact with a player. "Advice is any counsel or suggestion that could influence a player in determining his play, the choice of a club or the method of making a stroke. Information on the Rulesor on matters of public information, such as position of hazards or the flagstick on the putting green, is not considered advice." General Penalty for a breach of Rule 8 in Stroke Play is: Two Stroke Penalty.
Slow Play
The National City Golf Championship has established pace of play rules that may be modified from time to time to prevent slow play in its tournaments. Penalty strokes and eventual disqualification may be assessed to a player after the player's group has been advised by a Tournament Official that it is out of position and the player takes longer than the prescribed time to play a stroke.
The following conditions and policies shall govern regulation of the pace of play by the National City Golf Championship Rules Committee. In order to prevent a penalty for slow play, we suggest you read the following guidelines:
Rule 6-7 states:"The player must play without undue delay and in accordance with any pace of play guidelines that the Committee may establish. Between completion of a hole and playing from the next teeing ground, the player should not unduly delay play."
If a group is, "out of position", a City Golf Championship Official will begin to monitor them notifying them that the group is "out of position", and they are subject to individual timing. The group in question will have one hole to regain their correct position on the golf course before individual timing of the players in the group begins.
Any players in a group which is "out of position" who takes more than 40 seconds to play a stroke when it is his turn to play is subject to penalty under Rule 6-7, Undue Delay; Slow Play as follows:
1. One bad time of more than 40 seconds – Warning.
2. A second bad time of more than 40 seconds – 1 Stroke Penalty.
3. A third bad time of more than 40 seconds – Add. 2 Stroke Penalty.
4. A forth bad time of more than 40 seconds – Disqualification.

Inclement Weather Policy
Due to course reservation and cost factors, the tournament will be held rain or shine and no refunds will be issued. If the course is deemed unplayable by DCI Golf due to inclement weather, the tournament will be re-scheduled and participants notified of the new date.
Golf Attire
Proper golf attire must be worn at all times. Golf shirts & golf shorts or slacks. Jeans, t-shirts, gym shorts, coaching shorts, cutoffs, jean shorts and tank tops are considered inappropriate and will not be permitted.
Footwear
The Tournament requires the use of soft spikes.
Publicity & Promotion
DCI Golf Marketing/DeSilva Communications, Inc. and its corporate sponsors, successors, licensees, nominees and assigns may arrange for: a) promotion of DCI events, for radio and television broadcasting, print, on-line and other exhibition and publication of the event or excerpts thereof in various media, and b) the design and manufacture of advertising and packaging which commemorates, promotes or memorializes DCI events throughout the universe in perpetuity. By this application, each respective player, consents to the use by DCI Golf MarketingI/DeSilva Communications, Inc. and its corporate partners, of his/her name, likeness, voice and references to him/her and photographs and other images of him/her and his/her play connected with such media promotion, broadcasting and other exhibition and publication of DCI events and design and manufacture of advertising, promotion and packaging which commemorates, promotes or memorializes DCI Events. DCI Golf Marketing/DeSilva Communications, Inc. its Partners and Corporate Sponsors may utilize the rights granted it hereunder in connection with the promotion of DCI events and/or commemoration of any current or future DCI event.
Terms for Submission of Entry
By submission of its Entry, each respective Player agrees to the following:

I/we agree that there are certain risks inherent in the game of golf and accept personal and sole responsibility for all such risks, including, but not limited to any health-related risk. I agree that DCI Golf Marketing/DeSilva Communications, Inc., its Corporate Sponsors and/or the City, assumes no liability for any risks incurred during the City Golf Championship/National Championship event including, but not limited to, any health related risks. I/we agree that this Entry is subject to rejection at any time by DCI/DeSilva Communications, Inc., for any reason whatsoever. The reasons for rejection may include unbecoming conduct. Unbecoming conduct includes, but is not limited to vulgar language, alcohol abuse, use of cell phones, beepers, or cellular communication during play, and/or other poor golf etiquette.
By entering the tournament, all entrants agree to these Official Rules. All registrants agree that DCI Golf Marketing/DeSilva Communications, Inc. may use their name, picture, likeness, voice and responses to the questions contained in this registration for advertising and promotion purposes, including on-line, without further compensation. Registrants further agree they will not include advertisements or any trademarks, copyrights or other materials that belong to someone else, in their registration and will not submit any professional photos. DCI Golf Marketing/DeSilva Communications, Inc. reserves the right to substitute a prize of equal or greater value, if stated prize is unavailable for any reason. Any and all claims, judgments and awards shall be limited to actual out-of-pocket costs incurred, including costs associated with entering this tournament, but in no event attorney’s fees.
